  • 27 Mar 1891: MORNINGTON SHIRE COUNCIL. Saturday March 21st 1891.
    The usual monthly meeting of the above was held in the Shire Hall, when the following Councillors were present—Crs Souter (President), Fox, Box, Downward, Adams, Irvive, and Sawyer.
    The minutes of the previous meeting were read and confirmed. The outward correspondence was read and approved.
    From J. C Hodgson, secretary of Berwick shire forwarding the following resolution passed by his council, "that a circular be forwarded to all municipalities in the colony, requesting each council to urge on the Premier, the urgent necessity of passing amended local Government Act, during next session of Parliament."   • 21 Oct 1896: THE OFFICERS' SALARIES.
    Cr. T. Bourke, in accordance with notice previously given, moved the following resolution :-" That Mr. Hodgson's salary (secretary and treasurer) be reduced 10 per cent; also that of Mr. J. Brown (rate collector Berwick riding); and that Mr. Ramage's (rate collector Pakenham and Beaconsfield ridings, and clerk of works) salary be reduced 5 percent," The effect of his motion would be to reduce Mr. Hodgaon's salary from £125 to £119 10s; Mr. Brown's from £60 to £54 ; and Mr. Ramage's from £125 to £118 15s. The reason that he (Cr. Bourke) made a differential reduction in Mr. Ramage's case was because that officer's duties were more important and expensive in carrying out than, those of either Mr. Brown or Mr. Hodgson.—Mr. Ramage had a big district to travel over in Beaconsfield and Pakenham, and for Beaconsfield his expenses were greater than both the other ridings put together. Ramage had to go to Melbourne a good deal in order to collect Beaconsfield rates, and sometimes half-a-dozen times to one man. In this manner he was put to considerable expense. As clerk of works he had to keep two horses, and in making long trips, such as to the Bunyip, he was put to the expense of stabling, &c. On the other hand, the secretary did not require to keep a horse, and Mr. Brown was always able to get to his home at night, having a much smaller district to travel over. The duties of Mr. Ramage were therefore much more arduous and expensive than those of the other officers. Cr. D. Bourke seconded the motion. Cr. T. Bourke had expressed very good reasons for the suggested change. The officers were not much overpaid, but at the present time, when they had a 1s. 3d. rate, they had to make a reduction. Ratepayers found it very hard to make money from the land, and suffered many hardships in order to pay their rates. He wanted to do what was just, both to the ratepayers and the officers of the shire. There was no money to spend, and there fore less clerical work. There was no comparison between Mr. Ramage's duties and those of the other officers. Unfortunately they could not agree upon the reductions in committee, but they would let the ratepayers see that they were doing what was just, and go for a 1s. rate next year.
    Cr. Ure thought the difference of 5 per cent was too great. He moved as an amendment that Mr. Ramage's salary be reduced 5 per cent, and that of Mr. Brown and Mr. Hodgson 7½ per cent. Cr. Robinson seconded the amendment, but was sorry to have to do so, and would like it to be understood. that there was finality about the reduction. There had been three reductions made in salaries in two years, and the last was supposed to be a final one. However, the 1s. 3d. rate was galling the ratepayers and the thing had to be done. Ten per cent. was too much, for the officers would not be getting a living wage; he would be in favor of increasing the salaries if it could be done. (Cr. T. Bourke: We all think the same about that). The shire was hundreds of pounds better off this year than last year, and next year the position would be even better.
    Cr. Barr : Wait and see.
    Cr. Vieusseux declared himself opposed to the proposed reduction of salaries as unnecessary, and quoted figures to prove his argument. In 1894-5 the revenue of the shire was £5,458. They then had a debit balance of £1,455. Then a 1s. 6d. rate was struck, and last year the income fell to £3,688. The difference was, he, believed, due to the reduced valuation. (The clerk of works reminded Cr. Vieusseux that the exact income for 1894-5 was £4,003, the difference being accounted for by the bank overdraft.) Cr. Vieusseux, continuing, said the debit balance this year was only £200; and they would surely admit the shire was in a better position now than twelve months ago. It was said that the roads were falling into disrepair, and that the council were not spending any money, but at the same time the officers had to be paid. The third reduction within two years was, he thought, unjust. If councils had poorly paid officers they opened the door to embezzlement and slovenly work, for their employees had no incentive to good work. The man who found himself continually reduced in salary, and had an appearance to keep up, a family to support, and so forth, felt those reductions in his salary, and there was certainly, great temptation put in his way. Was the shire in the bad condition that Cr Bourke made out? The proposed reduction only amounted to about £7 per riding, and would not be of any tangible benefit to the shire. (Cr. T. Bourke : It will do several chains of for mation). But how much did they lose in self-respect ? The proposed reduction was neither more nor less than paltry, and unworthy of the Berwick shire council.
    Cr. Barr said that taking into consideration the present and prospective financial position of the shire they had to economise. He debated this view at some length.
    Cr. Vieusseux having replied, the amendment was put and carried. It then became a substantive motion, to which Cr. Vieusseux moved an amendment that the salaries remain in statu quo.—The amendment was not seconded, and the motion was then put and carried.—Cr. T. Bourke called for a division, which was recorded as follows—For the motion: The President, Crs. Ure, Vieusseux and Robinson. Against: Crs. Barr, D. and T. Bourke.

  • 25 Apr 1906: Mr J. C. Hodgson, late secretary and treasurer to the Shire of Berwick, and Mrs Hodgson, who are leaving the district for New Zealand, were given a 'send off' in the Rechabite Hall on Monday afternoon. The building was crowded. Cr James B. Wilson presided, and, on behalf of the councillors presented Mr Hodgson with an illuminated address, also with a purse of sovereigns from the ratepayers.
