  • 1 Nov 1917: Dandenong's Water Supply.
At a meeting of the Dandenong shire council on Thursday, the question of Dandenong's polluted water supply was again given prominence, when the appended letter was read from Mr W. S. Keast, stating that while the Water commission and himself were at Bunyip recently it appeared to him that in all probability it would be possible to bring the Peninsula water scheme down to Dandenong if required. He had consulted with Mr Commissioner Shaw over the matter, and the Commission were willing to consider the matter fully, if the residents of Dandenong desire to go into the scheme.
There is such a large population now around the Monbulk reservoir, Belgrave and Emerald, that it is thought that the whole of the water from the Monbulk reservoir ought to go to these residents, and that Dandenong be supplied from the Beaconsfield reservoir. I think the matter is worthy of your council's consideration, and I would be glad if you would consult with your water trust, and, if necessary, we could call a public meeting, and I would get the Commission to go down and discuss the whole proposition with you."
The council decided not to take any action, but to refer the matter to the water trust.6

  • 27 Dec 1917: Enlargement of Naval Base Scheme.
Since operations connected with the Naval Base and Mornington Peninsula were begun several townships have applied to share in the supply. The Water Commission states that, while conserving the interests of centres included in the original scheme, it will add to the list any township that can be supplied effectively if the financial return to the State will prove satisfactory. Construction work has been expedited lately, and in a report the commission states that the construction of the Beaconsfield reservoir, which is to act as a regulating storage, is progressing well, the site being in the Haunted Gully, about three miles north of Beaconsfield.
In this over 200 million gallons of water can be stored at very small cost. This storage will enable a very early supply from the Toomuc Creek to be sent to the Naval Base, and although it will eventually be connected with the main supply on the Bunyip River it will afford a satisfactory service in the meantime. It is hoped to supply the Naval Base with water during the coming year. The scheme was undertaken primarily are request of the Federal authorities, but the combinating of the supply with the various inland and seaside towns will enable a much more economical and effective service to be given than would be possible by separate supplies to the Naval Base and towns.8
  • 4 Jan 1918: Peninsula Water Scheme.
The works for the supply of water to the naval base and Mornington peninsula have been considerably advanced by the Water Commission during the past few months. The construction of the Beaconsfield Reservoir, which is to act as a regulating storage, is progressing favorably. The site of this reservoir is in the Haunted Gully, at about 3 miles north of Beaconsfield.
In this over 200,000,000 gallons can be stored at very small cost, and the supply is drawn from the Toomuc creek. The storage will enable a very early supply to be sent on to the naval base, and, although it will eventually be connected with the main supply on the Bunyip River, it will in the meantime afford a complete service. The main races and pipe lines provided in the scheme are well in hand, and a site has been selected and work commenced on the Frankston Reservoir, which commands the various seaside towns on the peninsula. It is hoped to supply the naval base with water during the present year.9

We desire that those gentlemen who have paid attention to the subject will furnish us with all the information in their power. MacIvor, F.I.C., F.C.S., who, although one of comparatively recent date amongst us, and one who deals specially with only a particu
lar branch of applied science, has unquestionably made his mark, and made it too, with that class of the community which may be said to constitute one of the most important, if, indeed, not the most important elements of our national prosperity. We allude, of course, to the farming interest. As the Marquis of Normanby, our retiring Governor, and a gentleman of far-seeing intelligence, and of more than ordinary skill and judgment in the science of political economy, very wisely said in few, but pregnant words, the other day at the West Bourke Agricultural Show: " Agriculture is, in every country, the backbone of the country; " and again, a little later, " but in one way or the other, the backbone of the country is her soil," sentiments that were, it need hardly be said, cheered to the echo. But, whilst this much may, nay, must, be conceded, it is not the less a fact that in order to utilise the soil to the extent of its value, in order to bring it to its full fruition, in order, in brief, to render it the important factor in our national prosperity which nature intended it to be, it is necessary that our farmers should possess a comprehensive knowledge of the nature and composition of the crude material they have to operate upon, the best and most profitable method of treating it, the pabulum, so to speak, it requires to keep up its vigor, and the order and rotation of crops, which, while giving the best possible returns, shall not, at the same time, enfeeble its producing flowers, or injure its vitality. To this question, or rather to all these questions, has Mr. MaoIvor directed the attention of a trained mind, a capacious intellect, and a well-stored brain. He is a Yorkshireman by birth, and is at present 32 years of age, but during that comparatively short period of life he has studied, and learned much, and what is more to the purpose has put that much to the most advantage. Whilst yet a boy, or at the most, a youth, he studied chemistry, physics, and mathematics in Edinburgh and Glasgow, under some of the ablest professors of these sciences in Great Britain, and at the early age of 24 was appointed senior demonstrator of Chemistry and laboratory director under Professor Dittmar, at the Andersonian University, which position (one, by the way, of no mean grade in the scientific world) he held with credit to himself and benefit to those with whom he was brought into contact, until February, 1876, when he was chosen by Mr. (now the Hon. Sir) W. J. Clarke to come out to the Australian Colonies, and as a practical and theoretical agricultural chemist, to impart to the farmers of Australia by means of lectures, the benefit of the knowledge he had acquired, and the advice and information connected with the subjects with which they were most immediately concerned, which had been the
outcome of his studies and experience. Mr. MacIvor has, since his arrival in the colonies, done good service to the agricultural interests of Australia by writing freely in various news papers and magazines, metropolitan and provincial, on agriculture, chemistry, and science generally, and his articles have not only been accepted as standard exponents of the subjects with which he dealt, by scientists and literary men, but have also been read with avidity by the farmers of all the colonies, very many of whom have, no doubt, put his suggestions to practical proof, and benefitted largely thereby. In March, 1878, Mr. MacIvor was entertained at a banquet by the farmers of the Ballarat shire, and presented with a handsome testimonial in recognition of the value of his services. In October, 1879, he published a work, " The Chemistry of Agriculture," which was received with such favor that it was republished by the Government of Queensland for gratuitous distribution amongst the farmers of that colony. He is also the author of numerous original papers on pure and applied chemistry, which have been read before some of the learned societies at home and in Germany. But his magnum opus, his great work in Australia, the one which has proved, and is proving, of incalculable service to the farming interest, is unquestionably the handbook known as "MacIvor's Farmers' Annual," first published in 1883, and containing a vast fund of practical information of the very highest class on all subjects connected with crops, farm pests, sheep, soil, dairy, and domestic veterinary practice. The circulation of the work has been immense, and in order to add to its value, the present (1884) edition contains as an addendum an abstract written in popular language, of the Land, Fencing, Branding,
and other Acts useful to settlers and cattle breeders. Chiefly, however, is Mr. MacIvor known in the up country parts of the colonies as a lecturer on agricultural chemistry and practice, and cognate subjects, and the announcement of his appearance on the platform at any place has invariably been the signal for the "roll-up" of the farmers of the district, who have listened to his remarks with the utmost attention, and, doubtless, greatly benefitted there from. The amount of good, done may be faintly estimated from the fact that he has, throughout the length and breadth of the land delivered something like 900 lectures, which, beside his constant literary work and his voluminous correspondence is no mean task for one man to have performed. As a lecturer, Mr. MacIvor is clear, terse (almost epigrammatical), and precise. His language, although expressive of the finest shades of meaning, is never inflated nor pedantic, but is suoh as may be easily understood, even by the most unlearned among his audience. He has a good presence, a full, yet penetrating, voice, and a telling manner of delivery. Besides having the benefit of a thorough knowledge of his subject, he never ventures to deliver a lecture without having made himself master of it, even to the smallest details, and having so arranged it in his mind that it flows forth in natural sequence, without the too-common blemishes of over-diffuseness or repetition.
Mr. MacIvor is a member of the Central Board of Health, Melbourne, fellow of the Institute of Chemistry of Great Britain and Ireland, member of the Physical and Mineralogical Societies of England, fellow of the Chemical Societies of London and Berlin, and of the Royal Geographical and Linnæan Societies of London. Mr. MacIvor has recently been
offered, and has accepted, the position of lecturer on agriculture at the Technical College, Sydney, a portion of his duties being to lecture throughout the colony. Victoria's loss is New South Wales' gain.19

  • 27 Apr 1885: THE AUSTRALASIAN HOME AND FARM MANUAL.
The above is a very valuable work to all engaged in Agricultural and Horticultural Pursuits, treating of these subjects in all their various branches. It is edited by Professor R. W. Emerson Mcivor, a gentleman who was engaged in Scotland by Sir W. J. Clarke for the express purpose of lecturing throughout Victoria on Agriculture and its Chemistry ; he has since travelled over large portions of the colonies, and now occupies the position of Lecturer on Agriculture under the Board of Technical Education of New South Wales, so that he is indeed well qualified to edit such a widely useful work as the above.
The following are a few Tasmanian testimonials to the general excellence of the book :
From the Honorable John Wallop, private secretary to His Excellency Sir G. C. Strahan. Government House, Hobart. April 14, 1885.
I am desired by His Excellency to say that he has much pleasure in heading your list of subscribers to the Home and Farm Manual. Yours faithfully,

During my eight years' residence in this colony I have played the part of detective in the Manure Market, but my search for adulteration in this material from your factory was search in vain.— I remain, yours very truly,
