At a land board held in Melbounre, on March 22nd 1888, before Mr Windle, this block was granted to us without opposition or objection, and divided by Mr Windle the eastern portion to my daughter and the western portion to me.
On June 28th 1888 we received letters (No 5303/32) from the Department stating that on our signing &c undertaking (enclosed), lease under Section 32 would be prepared and forwarded. On September 11th/88 we received letters, stating that in consequence of objections raised by the Mining Department, the lease could not be granted.
Assured that these objections were invalid - (as there was no mining within several miles) - I made a personal inspection of the land. I then had interviews alone and with Mr Gardiner MP with the acting Minister of Mines, the Hon. Wm Davies and Mr Langtree, both of whom positively assured me, that nothing could interfere with my claim to the land and that the objections of their department would very shortly be removed.
I was, therefore, more than surprised, to ascertain, about a week ago, that a considerable portion - about one half, (and that the very best) of the land granted to us, was at this moment being surveyed for a Mr Evans & others, and the whole of ours cut off as auriferous.
I beg, hereby, to protest against any interference with the land actually granted to us, and have to request that you will institute inquiries at once regarding it on our behalf.

  • 1 Mar 1895: DEATH OF MR. J. T. MACGOWAN.
    Shortly before noon on Saturday last the public of Corowa learned with regret of the sudden death of Mr. John Thorburn Macgowan, chemist. Some twelve months ago a severe attack of pneumonia prostrated him and his recovery was slow and incomplete, but, though it was known that his health was not robust, his decease was unexpected. Recently he has been under the care of Drs. Shortt and Harris, who diagnosed his ailment as heart disease.
    Mr. J. T. Macgowan was born at Seacombe, near Liverpool, England, in the year 1836, and was a son of the Rev. James Macgowan, Presbyterian minister, who, leaving the ministry, was tutor to the Earl of Errol (Lord Hey, who was killed at the battle of Waterloo), and then became principal of the classical and commercial Academy in Hope Street, Liverpool. His parents left the old country in the year 1839, for Sydney, but on the vessel touching at Adelaide they elected to remain there, where his father opened the first school. His acquaintance with pharmacy commenced in South Australia, after leaving school, when he was apprenticed to Mr. Carlton, of Hindley Street, Adelaide, for a term of seven years, Having relatives in Tasmania, one a medical man in Hobart, who kept a surgery, and wanted an assistant — he crossed over from Adelaide to Hobart (in those days called Hobart Town, capital of Van Diemen's Land), calling at Melbourne en route. After remaining in his relative's surgery for two years he entered into business as a chemist. He went up for his examination before the Court of Medical Examiners, passed, and opened the business in Murray-street, Hobart, out of whose ashes grew the splendid establishment of Mr. A. P. Miller. He left Hobart in 1857, and after a short sojourn in Melbourne, went to India, and was there at the close of the mutiny. He was first with Smith and Stanistreet, of Calcutta, and afterwards for some time with Bathgate and Co., Tank-square, Calcutta. He returned to Victoria in 1860, but did not enter into the drug business again till 1864. He then went to Ballarat and opened a business, first in Armstrong-Street, and afterwards bought the business in Sturt-street which had been started by Mr. W. H. Sheppard, of the firm of Poynton and Sheppard, of Geelong. He remained in Ballarat till 1884. During part of that period he was secretary to the Ballarat and District Chemists Association, and had the honour of being elected as representative of the association at the table of the Pharmaceutical Council.
    In 1884 he left the mining metropolis and set up in business at South Melbourne, having two shops, in different parts of that populous suburb. He afterwards conducted dispensaries at Carlton and North Carlton, and came to Corowa about two and a half years ago. He was also a councillor of South Melbourne, and when intelligence of his death was received in Melbourne on Monday, the flags in the city of South Melbourne were half-mast high in deferance to his memory.
    Mr. Macgowan was a prominent member of the Church of Christ, and moved in a circle of friends who held him in warm regard and esteem, and to whom his loss is little less than a calamity. He leaves a widow and a family of nine.
    His second daughter is the wife of Mr. A. Illiingworth, son of the Hon. F. Illingworth, M.L.C. (Victoria), now a member of the Legislative Assembly of Western Australia.
    The interment took place last Monday at the Corowa Cemetery, when the body was followed to its last resting place by a large number of friends. During the burial service, which was conducted by the Rev. Mr. Huntsman, the church choir, under the leadership of Mrs, A. G. Morley, sung Sankey's beautiful hymn "Good Night," Mr. J. H. Martin carried out the funeral arrangements.7

I arrived in Melbourne in 3rd Month 1879 and attended the meetings in Russell Street occasionally until I went to reside at Pakenham in 7th month of the same year where I carried on a General store-keeping business until Third Month 1888, and I obtained the appointment of Shire Secretary here in 1890.
Since leaving Melbourne I have had no opportunity of attending the meetings, never being in town over the week-end but if I have occasion to be I shall certainly make a point of attending. Joseph Everett called to see me recently and I hear he is now the in the Homoepathic hospital. I see that thou art an old Manchester man but the only one of the name that I can recall is Davis Benson of Fryer, Benson and Forster. I remember a boy at Ackworth School of the name but I do not think he was from Manchester.

    The usual monthly meeting of the above was held in the Shire Hall, when the following Councillors were present—Crs Souter (President), Fox, Box, Downward, Adams, Irvive, and Sawyer.
    The minutes of the previous meeting were read and confirmed. The outward correspondence was read and approved.

C Hodgson, secretary of Berwick shire forwarding the following resolution passed by his council, "that a circular be forwarded to all municipalities in the colony, requesting each council to urge on the Premier, the urgent necessity of passing amended local Government Act, during next session of Parliament."   • 21 Oct 1896: THE OFFICERS' SALARIES.
    Cr. T. Bourke, in accordance with notice previously given, moved the following resolution :-" That Mr. Hodgson's salary (secretary and treasurer) be reduced 10 per cent; also that of Mr. J. Brown (rate collector Berwick riding); and that Mr. Ramage's (rate collector Pakenham and Beaconsfield ridings, and clerk of works) salary be reduced 5 percent," The effect of his motion would be to reduce Mr. Hodgaon's salary from £125 to £119 10s; Mr. Brown's from £60 to £54 ; and Mr. Ramage's from £125 to £118 15s. The reason that he (Cr. Bourke) made a differential reduction in Mr. Ramage's case was because that officer's duties were more important and expensive in carrying out than, those of either Mr. Brown or Mr. Hodgson.—Mr. Ramage had a big district to travel over in Beaconsfield and Pakenham, and for Beaconsfield his expenses were greater than both the other ridings put together. Ramage had to go to Melbourne a good deal in order to collect Beaconsfield rates, and sometimes half-a-dozen times to one man. In this manner he was put to considerable expense. As clerk of works he had to keep two horses, and in making long trips, such as to the Bunyip, he was put to the expense of stabling, &c. On the other hand, the secretary did not require to keep a horse, and Mr. Brown was always able to get to his home at night, having a much smaller district to travel over. The duties of Mr. Ramage were therefore much more arduous and expensive than those of the other officers. Cr. D. Bourke seconded the motion. Cr. T. Bourke had expressed very good reasons for the suggested change. The officers were not much overpaid, but at the present time, when they had a 1s. 3d. rate, they had to make a reduction. Ratepayers found it very hard to make money from the land, and suffered many hardships in order to pay their rates. He wanted to do what was just, both to the ratepayers and the officers of the shire. There was no money to spend, and there fore less clerical work. There was no comparison between Mr. Ramage's duties and those of the other officers. Unfortunately they could not agree upon the reductions in committee, but they would let the ratepayers see that they were doing what was just, and go for a 1s. rate next year.
    Cr. Ure thought the difference of 5 per cent was too great. He moved as an amendment that Mr. Ramage's salary be reduced 5 per cent, and that of Mr. Brown and Mr. Hodgson 7½ per cent. Cr. Robinson seconded the amendment, but was sorry to have to do so, and would like it to be understood. that there was finality about the reduction. There had been three reductions made in salaries in two years, and the last was supposed to be a final one. However, the 1s. 3d. rate was galling the ratepayers and the thing had to be done. Ten per cent. was too much, for the officers would not be getting a living wage; he would be in favor of increasing the salaries if it could be done. (Cr. T. Bourke: We all think the same about that). The shire was hundreds of pounds better off this year than last year, and next year the position would be even better.
    Cr. Barr : Wait and see.
    Cr. Vieusseux declared himself opposed to the proposed reduction of salaries as unnecessary, and quoted figures to prove his argument. In 1894-5 the revenue of the shire was £5,458. They then had a debit balance of £1,455. Then a 1s. 6d. rate was struck, and last year the income fell to £3,688. The difference was, he, believed, due to the reduced valuation. (The clerk of works reminded Cr. Vieusseux that the exact income for 1894-5 was £4,003, the difference being accounted for by the bank overdraft.) Cr. Vieusseux, continuing, said the debit balance this year was only £200; and they would surely admit the shire was in a better position now than twelve months ago. It was said that the roads were falling into disrepair, and that the council were not spending any money, but at the same time the officers had to be paid. The third reduction within two years was, he thought, unjust. If councils had poorly paid officers they opened the door to embezzlement and slovenly work, for their employees had no incentive to good work. The man who found himself continually reduced in salary, and had an appearance to keep up, a family to support, and so forth, felt those reductions in his salary, and there was certainly, great temptation put in his way. Was the shire in the bad condition that Cr Bourke made out? The proposed reduction only amounted to about £7 per riding, and would not be of any tangible benefit to the shire. (Cr. T. Bourke : It will do several chains of for mation). But how much did they lose in self-respect ? The proposed reduction was neither more nor less than paltry, and unworthy of the Berwick shire council.
    Cr. Barr said that taking into consideration the present and prospective financial position of the shire they had to economise. He debated this view at some length.
    Cr. Vieusseux having replied, the amendment was put and carried. It then became a substantive motion, to which Cr. Vieusseux moved an amendment that the salaries remain in statu quo.—The amendment was not seconded, and the motion was then put and carried.—Cr. T. Bourke called for a division, which was recorded as follows—For the motion: The President, Crs. Ure, Vieusseux and Robinson. Against: Crs. Barr, D. and T. Bourke.

  • 11 May 1905: BERWICK.—At a meeting of the Mornington Farmers' Society, it was reported that £40 profit was made on the recent show. After spending a large sum on jthe yards at Cranbourne and Berwick the total credit balance is over £90. The secretary, Mr. J. C. Hodgson, intends resigning the position through pressure of business.25

  • 3 Apr 1906: PAKENHAM.—At a special meeting of the Berwick Shire Council held on Saturday, Mr. Hodgson who has held the position of secretary for the past 16 years resigned his office. He leaves for New Zealand on April 25. Applications are to be called to fill the vacancy.28
  • 25 Apr 1906: Mr J. C. Hodgson, late secretary and treasurer to the Shire of Berwick, and Mrs Hodgson, who are leaving the district for New Zealand, were given a 'send off' in the Rechabite Hall on Monday afternoon. The building was crowded. Cr James B. Wilson presided, and, on behalf of the councillors presented Mr Hodgson with an illuminated address, also with a purse of sovereigns from the ratepayers. Mrs Hodgson, who for 14 years has been superintendent of the Presbyterian Sunday School, was presented by the Rev Cole with a silver tray suitably inscribed, from the officers of the church and other friends.   • 19 Nov 1910: BERWICK.—Mr. James C. Hodgson, of Wellington, N.Z., and formerly shire secretary of Berwick for many years, has been on a visit to Victoria. A tea meeting and concert in aid of the organ fund of Christ Church of England was held in the hall at Lower Beaconsfield on Tuesday evening. The Rev. A. J. Cole presided, and there was a large attendance, between £5 and £6 being realised.30
  • 29 Dec 1926: BODY FOUND ON BEACH
    Dominion Special. Christchurch, December 28. The body of an old man was found on the beach at Sumner, near the water’s edge, this morning. It was scantily clad, and had the appearance of having been washed ashore after a short immersion in the sea. The body has been identified as that of James Charles Hodgson, a married man, 71 years of age, of Racecourse Road. The house where telephonic communication was secured with the police happened to be the one where Hodgson had been staying, with his wife and family. On hearing a description of the body Mrs. Hodgson ran out on to the beach and identified the body as that of her husband. Mr. Hodgson went to Sumner last night after his discharge from hospital.31
  • 30 Dec 1926: FOUND DROWNED. THE SUMNER FATALITY. (By Telegraph—Special to "Star.") CHRISTCHURCH, this day. A verdict of "found drowned" was the outcome of yesterday's inquest touching the death of James Charles Hodgson, 71 years of age, whose body was found on the Sumner beach on Tuesday morning. Medical evidence was to the effect that Hodgson suffered from heart attacks.32

    Berwick, 8th July. — Dear Uncle Ben, — This is my first letter to you. I am thirteen years and six months old. I am in the sixth class at school. Father gets "The Weekly Times" every Saturday and we all like it very much. I am reading the two stories in it and I like them very much, especially the "Welsh Princess," but I think I like the "Young Folks' " page quite as well as them, I must tell you something about Berwick. It is a very pretty place. It is a pretty large village. It has four schools, four churches, three blacksmiths and nine shops. We live about a mile out of the township.   • 20 Nov 1947: Divorce Suit
    A mill foreman, whose petition for a divorce began in the Supreme Court yesterday, claims £1500 damages against Percival Fraser Hodgson, hotelkeeper, of Woodford.
    The hearing was adjourned until to-day.
    The foreman, Vivian David Livingstone, of Coronation Avenue Woodford, seeks the divorce from Dorothy Rose Livingstone, of Woodford, on the ground of her alleged misconduct with Hodgson. Livingstone's petition sets out that he and his wife were married on April 18, 1931, and lived afterwards at Bellthorpe, Sandgate and Woodford. Two children were born.
    It is alleged by Livingstone that on various occasions at Woodford, between 1945 and 1947, and particularly on March 11 and 23 1947, Mrs. Livingstone and Hodgson misconducted themselves.
    Mrs. Livingstone is contesting the suit, and in her defence denies the allegations of misconduct, and alleges that her husband had been guilty of cruelty to her, and of wilful neglect.
    Percival Fraser Hodgson has filed a defence in which he denies all the allegations of misconduct.6
