The Gilbert and Ellice Islands in the west-central Pacific Ocean were first visited by Europeans in the early 19th century and became a British protectorate in 1892. In January–March 1909, Arthur Mahaffy (1869–1919), a British colonial official, made an inspection visit to the protectorate to review economic and social conditions, and in particular to examine the system of taxation used to support the protectorate’s government. Mahaffy’s eight-page report, which was submitted to the Office of the High Commissioner for the Western Pacific in Suva, Fiji, in July 1909 and published in London in 1910, contains information about the system of land tenure in the islands, the graduated land tax in effect, the production of copra and coconuts, and social, economic, and demographic trends. Mahaffy concluded that conditions on the island were generally favorable, a finding seemingly contradicted by the decrease of the native population that he observed as “well marked on almost every island of the group,” and which he attributed to imported diseases, a falling birth rate, and various other causes. The protectorate became a British crown colony in 1916. In 1979, the colony was divided to form the independent countries of Tuvalu (formerly the Ellice Islands) and Kiribati (formerly the Gilbert Islands).3

He was educated at Trinity College Dublin and at Oxford where he was a distinguished oarsman and went into the army. In 1910 he was assistant to the high commissioner for the Western Pacific Islands and rose to being the administrator of Dominica. He died in October 1919.

  • 30 Oct 1919: DUBLIN COLONIAL GOVERNOR Death of Provost Mahaffy's Son at Dominica
    The death is officially announced of Mr Arthur William Mahaffy, Governor of Dominica, one of the most important islands in the possession of Great Britain in West India. Mr. Mahaffy was the elder son of the late Dr. Mahaffy, Provost of Trinity College and happened to be on a visit to Ireland at the time of his father's death. Though Dr Mahaffy was himself a leading Trinity College Don he apparently did not regard it of big status enough to send his own son through its halls as he entered him as an undergraduate at Magdalen College, Oxford, and if young Mr Mahaffy did not distinguish himself there in the educational field he was, at least, one of the greatest oarsmen that was ever chosen to win fame for his college. After he left Oxford Mr Mahaffy obtained a commission in the Munster Fusiliers, but shortly afterwards he threw up his commission and went adventuring to the South Seas. There he had some interesting adventures in the Solomon Islands while cannibalism still prevailed, which resulted in the appointment as Governor of them. When the next Colonial vacancy arose he was promoted to the Secretaryship of the Fiji Islands, where he had associated with him another Dublin man, Mr Roger Greene, son of the late Mr Roger Greene, solicitor—Mr Greene filling at the same time the post of Registrar of the Supreme Court of the Islands. From the Fiji Islands Mr Mahaffy was transferred again, on promotion to the Dominica as Administrator or Governor of the important group of islands in the Carribean Sea, and there an exceedingly promising career was brought prematurely to an end at the early age of fifty years. Personally Mr Mahaffy was exceedingly popular wherever he went, and his unexpected death will be much regretted by his many friends in his native city.6
  • 31 Oct 1919: Arthur William Mahaffy, O.B.E., Administrator of Dominica, and elder son of the late Rev. Sir John Pentland Mahaffy, G.C.V.O., D.D., Provost of Trinity College, Dublin. No details of Mr. Mahaffy's illness have been supplied. He was in good health during the last visit to Ireland in April, at the time of his distinguished father's death. Mr. Mahaffy at one time was Governor of the largest of the British Solomon Islands, at a time when cannibalism still prevailed there. For four years Mr. Mahaffy, supported only by 40 Sikas, fulfilled this dangerous duty with remarkable success.7

    A pretty wedding was celebrated at St George's Church, Malvern, on September 15th at .... between Montague Kirby, youngest son of the late Captain Boyd, Glenfern, Hotham-street, East St. Kilda, Evelyn, third daughter of the late James Cosmo Newbery, C.M.G., Waratah, Hotham-street, East St Kilda. The ceremony was performed by the Rev. C. De ..., and a choral service was held. The bride, who was given away by Mr. Andrew Newell, wore an Empire gown of flowered .... ... glacie silk, trimmed with lace and ... veil of Limerick lace, and orange blossom. The bridesmaids, Miss Panton and Miss Newberry, were in pale-blue silk.... and pink roses; and the two little bridesmaids, Miss Grace Fuller and Miss Rolly Thompson, wore white silk dresses with wreaths of forget-me-nots.
    The bridegroom's present to the bride was a silver ...let set, and to the bridesmaids .... rings and pearl broaches. The bride carried a bouqeut of white carnations, and the bridesmaids bouquets of pink car
    nations. The best man was Mr. Leslie White, and groomsman Mr Penligh Boyd.
